Sometimes i see players with terrible looking shining weapon in lvl<15 fates. What does they do there? Sometimes they do such fates alone, so i can't think that they helps newbies to level-up.

Most likely they were there to get that one atma for their relic weapons.
They're doing a quest to upgrade their zenith (shiney :3) weapon. They need to do FATEs in certain areas until they get a rare item to drop ^^
Like KinnisonArc sais, these terrible looking weapons are likely relic "Zenith" weapons.
To upgrade these to the next stage "Atma" they need to farm 12 Atma which are a possible drop from FATEs, but they can only drop if you have a Relic "Zenith" weapon equiped.
Furthermore, each Atma drops in a specific zone and some of them are in low level zones.
So no, they aren't there to help the newby.
The guys at Square think it is a good idea to force high level players to farm hundreds of low level Fates if they want to upgrade their relic weapons. So that is what they are doing.
Edit: And "hundreds" is not exaggerated btw.
It took me about 1100 fates, most people I know average around 500.
Do not listen to this person it has been confirmed time and time again you must have a relic zenith equipped as it's is also stated in the quest(I know it's so hard to read the first 3 sentences), even an atma/animus weapon won't work( which really is what bugs me)
They're technically doing it. Not by their own will, but SE made endgame players needing to complete endgame stuff taking part with low level content to ~force~ high level players help the newbies in their adventure to level up easier, making every game content alive. Every MMO just sticks to a really fast leveling system, with a lack of newcomers, low level maps, dungeons and content overall is abandoned. Not enough people to form a party for a certain dungeon, group quest or whatever it requires having a party. Making newcomes having the feeling that the game is dead and there is no point in advancing, thus making the game population even lower because not enough people reach endgame. When I joined the game a few weeks ago, I was really happy that I had active content at every level, may it be because they were forced to help lowbies or not, the game survives.
