A bunch of fights do it now. Examples:
Garuda EX: Healers are always targeted by Garuda's Friction (the one with no AoE tell)
Titan EX: Gaols target one DPS and one Heal
Ifrit EX: Searing Howl only targets Heals; chain Eruptions only target 2 DPS (think the Eruptions during Nails can target anyone but #1, but not 100% on that; it may have another targeting parameter)
Levi EX: the whirlpool things target Healers only
Turn 7: Cursed Voice targets one Heal, Tank and DPS. Cursed Shriek targets a Heal or DPS. The Flame AoE prioritizes ranged DPS first, then melee DPS (if <2 rDPS), then Heals and Tanks (though at this point its a wipe, so whatever)
There are fights that have mechanics based on enmity (many fights have mechanics ignoring #1); some examples
Turn 5: #1 and #2 on Twin ignore Conflags, Fireballs and Dreads.
Levi EX: Top enmity on Tail gets Briny Mirror
Titan EX: Top enmity ignores Plumes and Landslides, unless there are too few targets (people dead)
