What is the point of having to be LVL35 to unlock this when its a LVL20 Dungeon?
It unlocks with the level 20 quest Hallo Halatali. Why would you need to be level 35?

xivdb lists it at 19.
Looking at the history of that wiki page, it was created on March 21, the same date as the page for Nedrick's actual level 35 quest to unlock Sunken Temple of Qarn. I'm going to guess the level listed is just a copy and paste oversight on that particular wiki.
I have been to the quest giver NPC and it says in game that I need to be LVL35. just seems a bit silly to unlock it then and then have to Level Sync to run it with my main and only job at the moment.
The Wiki page is wrong. I did Halatali at level 20 on my first class. Open the journals to see if you've already picked up the quest and just need to go to Halatali to unlock it.
Also make sure you've done the prerequisite main scenario quest, Dressed to Deceive. The Halatali quest won't show up until you do that quest, which means the level 35 Qarn quest will be Nedrick's default quest, since it doesn't have any prerequisites.

This quest is Red and I do not have access to this dungeon.
Make sure the quest in red IS Hallo Halatali and not Braving New Depts http://xivdb.com/?quest/66300/Braving-New-Depths. Can you take a screenshot of the box that opens up when you talk to Nedrick.
100% its that quest. Its the only thing I wanted to unlock yesterday. He has both quests and they are both Red.

If Hallo Halatali really is showing its reason for being red as requiring level 35, I'd say that's a bug to be reported. Either a display bug, showing the wrong requirements, or a bug with the quest actually requiring the wrong level.
I will double check later and post up what I have found.

Oh, it's okay.... About Hatahali... It has always been level 20, 35 is the Temple of Sun Quan (I know it's not called exactly like that, let it be my nooby-name for it). Nedrick Ironheart gives a lot of quests, so if you click on him you'll probably see some of them... Also, be sure that you are using the character higher class, if you have for example marauder 40 and thamaturge 15, and you speak with the THM, you won't unlock it.
In my FC of noobs many people unlocked it already and they didn't need to reach even 30, eventually it's popular for them to gear there, also is good for obtaining a bunch of company credits with the company hunting log.

It would be strange if only you would have such a weird bug as needing level 35 for it, if that's the rare case, then try to report, but, if not, check the many quests of Nedrick.

However, in order for Nedrick to have it available in Vesper Bay, you must have completed the Main Story Quest "Dressed to Deceive": http://ffxiv.gamerescape.com/wiki/Dressed_to_Deceive
If you haven't completed that quest, Hallo Halatali will have the red quest icon with a key, meaning it will be unavailable.
If the quest is still showing up red and you've completed "Dressed to Deceive", then post in the Tech forums about it possibly being bugged. You can see if you've completed "Dressed to Deceive" by looking in the Journal, all the Main Scenario quests you've completed will be listed in order.
Right ok, so I went back there yesterday and it was as it should be. Lvl 20 Quest that I did and then it added Halatali to my Dungeon Finder.
When I tried it before I had already completed the quest "Dressed to Deceive", I cant really explain why it said I needed to be Lvl 32. It must have been a bug that cleared itself somehow?
Thanks to everyone that has helped me with this issue, I'm just glad that it has now cleared itself and I can now do this Dungeon :D
