All those mob in the lv40-50 open world areas that attack with slow effect.
The sylphs. We call that area "aggro-land."
Ah the little ghosty/banshee things. Ya know the ones in found in Qarn and other places? Spam that aoe silence in staggered formation >.<

The sheer amount of bloodshed I want to cause if I get hit by heavy while on a mount is scary.
+1 to Buzzards. They aggro you at the drop of a hat, and you're always trying to do something that has nothing to do with killing Buzzards.
The slyphs, without a doubt. Almost every single one of them is ranged, and it's really hard on a melee player there considering how often you have to pull a mob back to get them out of the other's aggro range, only to aggro something else. Plus unless you're keeping track of names, it's hard to tell which ones ARE melee. I'll take every other level 40+ zone in the game over the Slyphlands, since at least then you can see their weapons and know what you're about to face.
Back in 1.0, it was Chiggoes. There was a particulat guildleve near Matron's Watch (something like that) that was particularly nasty cause of them
Beta: Buzzards, especially near the Bentbranch area since they had a nasty knockback and one FATE was a crapton on that vine
Now: Garleans with that Paralyze skill
Heavy wouldn't be so bad if it didn't keep getting reapplied. Nothing worse going through South Shroud and getting hit by a Kedtrap, getting 20 feet further and getting hit by it again.
Other than that I'd go for the ones in WP that interrupt my spells. The little slimy slug things.
omfg the chiggoes where a nightmare in 1.0. And the birds in beta, yeah that knockback was such a pain in the ass. I also hated diremites in beta before they fixed the mobs aggroing you while in a cut scene. I even went on a killing spree once on diremites cause of that.
as everyone else has said, anything that applies heavy is pretty annoying. There's also this one specific frog (can't remember where) but it not only draws you in but also causes heavy. Frogs can be pretty detrimental too, especially in fates when there's a bajillion of them.
Not counting all that though, (i mean come on who doesn't hate heavy status), It would have to be the small ball like neon colored ghosts. Bogies I think is one of the name's for them. The 3 creatures you see right after beating the pudding boss in wp. yeah those ghosts are annoying cause their range is so far and they don't want to move. I also don't like slugs. They spam aoes CONSTANTLY ><
Toads, they'll pull you with their tongues even if you're mounted.
Ash - The second boss in Hakkue Mannor hard mode. That fight is just obnoxious.
Anything that aggros Lv50 characters.
2 words... "HIGH VOLTAGE" *Shakes fist at ADS*
My top 3 hate list is
1) Nix mobs, as a caster their annoying with the pull in.
2) Marlboro , not so much for me but if I have choco out he always gets hit with bad breath and ends up dying.
3) as some have said larkhall sylph mobs, agro hell and cast para alot
I have to go with everyone here... Anything that aggros a level 50 player and inflicts heavy when on a mount. ALL OF THEM.
Them damn frogs. how i hate casting one spell then bam 2nd spell interrupted and pulled in by their massive slithery tongues all over my body, pull me close in only for another darn frog to pull me another way close to another frog who does the darn same . man i hate fighting them in fates when there are tons.
Sylphs
They have eyes in the back of their ... cabbagey little heads.
They could have just turned to face the wall but the second I run by they smell me or something and ZAP.
The toad and flytraps are annoying, not as annoying as they were in 1.0 though, I remember being ping ponged about until death in 1.0 by those toads.
Apparently people hate every mob level 40+, lol. As far as fighting goes, I hate those slugs that spam the PBAoE move that requires I stop DPSing them/ stun, and for running by it's toads followed by anything ranged, especially Archer mobs.
I will always despise morbols :)
Anything that casts heavy on my mount. In 1.0 it was Gnats, oh god I still have nightmares of that constant shock spikes on my DRG.
And for mobs that I would hate them to add, It would have to be the Dark Flan from FFX, all elemental magic is halved, can't melee and it constantly counters with White Wind. Never give us that Dark Flan.

Kobalds trying to get to a FATE only to be slowed 100x and missing it since the FATE's only stay up for 3-4 mins due to all people spamming them.
Currently for me its basically the Nix that annoys me the most because being pulled in by the tongue constantly while just trying to get to a certain spot on the map drives me crazy. I also do hate ranged mobs that end up making me gain heavy which to this day boggles my mind why developers put that in the game.
To people saying things that cast Heavy, very few enemies actually cast the status effect itself, SE just has it set that if you get hit while mounted, it slows your mount because it has been injured by an attack. Anything that hits you while you're mounted can give Heavy, just a heads up.
Anything that give heavy, when I'm running threw doing my dailies.
No risk of death because of heavy just pisses me off.
All the ones that were straight up imported from XI-XIII or keep getting rehashed even if FF and enemy recolors go in hand, yes thanks for mentioning it. Goobbues, gobbies and the like are fine because at least they updated their models.
Anything that put heavy on my a$$...god dang them doing that to me when I am on my way to a FATE. We should have a Heavy Shield ability by our chocos at some point....LOL
Definitely morbols for all their debuffs. They were the main reson why I skipped Camp Tranquil leves.
Second would be occhus with slow during Toto-Rak second boss.
And last are toads.
The ones that slow you down when you're trying to get to a fate.
