Yes they are all i70 drops (old Darklight + the new sets). I got mine from Halatali.

Monk's get the same set but in red. They are non dyable btw.

I've only seen it drop in Halatali.

According to the answers I got when I asked in reddit, it's from the final boss of Brayflox and Amdapor ruins, the monk one sorry.

Anyone looking for the shikaree one for bard, it drops in The Lost City.

What does the tank set look like?

The tank set is recycled garbage, we got shafted again, sadly. Was really hoping for the silver and blue armor shown in the Leviathan concept art too.

Well damn. The bard gear looks awesome so I was hoping the tank set would too. One less dungeon to spam I guess. :(
