I completely understand the offering of a free upgrade from ps3 to ps4 and I think they did a good job with doing this. However, what about the people who purchased the pc version planning to move to ps4 when it comes out? Why do we have to pay?

Because your PS4 won't play PC disks. You own PC software, that's why.
Honestly, great question. I agree. It's highly inequitable.
This isn't supposed to be rude, but did you expect free DVDs when you changed systems from VHS to optical disks? You want to use it on a different format, and that's fine, but you need to buy it for that format, and that's fair.
The console version aren't identical to the PC version. They may be the same game and compatible, but a lot of man hours and money went into producing them. Time that, I agree, should be paid for. Besides it's not just the PS4 version. You'd have to buy the PS3 version too should anyone decide to downgrade for some reason. It's also not as if the console users get a free PC version either.
PS3 > PS4 makes sense
PS2 > PS3 makes sense (for argument sake.)
360 > Xbone makes sense (for argument sake.)
PC > PS4/Xbone does not make sense.
So while those who make new accounts and whatnot will be buying fresh PS4 copies if they never played XIV ARR as of yet, those who already own a PS3 version and wanted to upgrade will get to do so for free. You're not upgrading from PC > PS4.
its so that they can eventually drop ps3 support, pure and simple.
and by drop it, i mean stop developing for it. ps3 will always have its place here but dont be surprised if sometime down the line they stop releasing new patches and content for us
When you upgrade your PC, you'll be able to keep playing the PC version.

Yes basically this. That and SE is following the route a lot of developers are in regards to the new consoles and games released near the tail end of the PS3/360 generation and offering the upgrade to the new version free. They are far from the only company doing it with a game.
I think it's because they may drop the support for ps3 in the future, when ARR came out the ps3 was already an outdated system, some ppl were willing to play it on console and ps3 was the only option for the moment.
I think it does suck that they charge us again for a different platform. I never had to pay for the Mac version of Warcraft! However, it could be something to do with Sony's licensing and even the PSN. You cant exactly just go to the Mog Station and download the installer on your PS4, it has to be through PSN, plus who knows how many fees just to have it there, not to mention some of the profits need to go to Sony (right?), etc.
Not sure if the deal is still up but if you have PS+ I was able to get the PS3 version for $10 ... worth a look.
Sony don't get any money from sales of the PC version. They won't want you downloading a game through their network that you haven't paid for on their store.
