Title pretty much sums it up, I lose packets quite often when I play in this server, it freezes everything in my surrounding for a good 20 seconds then the game tries to catch up to it, it happens at least once every minute and has made the game for me, unplayable.
I've tried playing in different servers, JP servers in a different data center, NA servers, and it seems like NA is fine, JP has some problems, but Tonberry in particular has the biggest issue and I can't play with how I'm seeing things.

There could be something going on along your routing. It has been a common problem document here frequently, but not isolated to FFXIV (D3, WoW, and LoL have had issues recently on TWC forums as well as Netflix and Google/YouTube). It comes and goes year after year because of how markets continually get oversold and networks are poorly maintained.
Might spot some signs of congestion if you run a series of tracerts to the IP your client is using... if so, check some traces to other services to see if the same thing happens. If you find a match, forward the info to your ISP's tier3 support. They can and should conduct an investigation and forward their findings on to the proper people to address it. Your ISP is responsible for the agreements put in place to carry your data across to other ISP's networks, and thus have a means to affect changes where needed. It's hard to get them to take action though without good data to back you up when you contact them. If you can show good traces and bad traces to your game server as well as good and bad ones to another service, it lays out a pretty good case that they are having an issue with congestion control that needs to be addressed. -

I'm going to confirm this ... went to coil t1-t3 on tuesday, the instance servers were fine. Come wednesday when my coil team agreed to do t4, some of us were lagging throughout the fight. I was experiencing 2-10 second lags between mob animations. I thought it was just me at first but some of my coil team were experiencing it as well, only to be confirmed by several of our FC mates doing CT that almost wiped. Hell, I tried to run CT last night only to apologise profusely to my alliance, everything seemed like a bad stop-motion animation. It is unplayable at this point.

i have the same issue :3 its doing a freeze then suddenly fast forwards :3 when i do tracert and ping -t im the last hop on tracert seems to be very high ping and my ping to the server now is 50ms which not bad but gets random time outs that i dont usually get ... its only happening for ffxiv for me other games are fine :3

same issue here, playing on tonberry, random freeze especially in primal ( titan being the worst, 5-10 seconds freeze and everything will be like fast forwarded, ifrit and garuda just minor lag, noticeable but still playable)
did simple ping test to tonberry , request time out in like once every 5 seconds (only happen during peak time, 8.00PM gmt+8 until midnight, other than mentioned time, no request time out)
I tried ping other game's server (eve and rift) both in US, no problems, no request time out
tried ping other randoms japan's website, no problems, no request time out
im not it tech guy, so pardon my method of testing :D -

Not sure where everyone is located but if your route runs through NA the packet loss has averaged 5% through several providers, and spiked to 35% at times. These said providers happen to be near the data center in Canada.

havent been able to play for the last 4 days because of this. already called my ISP and confirmed that there's an issue in my area which started exactly the same day I experienced the lags in the game and are working on it. I hope thats it and not something else :s

Well, it's been over a week now, I contacted my ISP and what not, and the guy that went to my house to check what was going on didn't seem to know what to do ._. He said he'd call in a day, but the call never came. I've pretty much given up on them at this point and trying to figure out what exactly I can do.

The packet loss usually happens at line 9 and 10, and sometimes the last 4 lines (including the server itself and line 7) seems to be having packets losses for me too. I really don't know what to do anymore, I can't exactly download a program like WTFast or something because I play at the PS3, but at this rate, the game is just simply unplayable. -
