Is there anywhere that i can check what my dps is?
Left middle on the screen should have mob HP bars and a round icon near it. Green icon = low dps, yellow = good dps, orange = borderline high dps, should stop it or change the target.
oh, i mean when out of battle, can i check whether my dps is, just for comparison with others

Go do Titan HM, if he you cant kill the Heart in time, your dps is <too weak> :)
Parsers are currently against TOS, SE isn't really enforcing it that much, but they have banned a few people because of their usage.. the people I know of though, posted the results in game.
So I would be careful about using them, it is a violation of the TOS, but like I said, it seems to be one that SE is letting slide somewhat.
That has nothing to do with your DPS, it's just a quick-and-easy enmity table for all enemies in combat. It's meant to go along with the specific enmity tables on the party member GUI, which provide the actual enmity list for the enemy you currently have targeted.
Green = No danger of aggro
Yellow = drawing aggro
Orange = You're close to becoming main target
Red = You're currently the main target
There's no way to check your literal DPS though. You just have to play it by eye.
I seem to recall parsers being endorsed by a community rep. Since parsers simply read the log in the game without actually interfering with the game code itself I'm fairly certain they are acceptable. Besides we're confirmed to be getting add-on support eventually in ARR, so kinda hard to ban parsers.
They are the only passable way of measuring DPS performance, and are incredibly accurate.
I think people getting banned with parsers is a myth.
For dps classes it shows how much damage they did to a certain target, compared to other team members. It will not show an accurate number, but still is enough to see if they are underperforming or overperforming.
But it is now offtopic, since author has specified the training dummy dps meter - i believe only 3rd party parsers will fit.
Parsers is the ONLY way unfortunatly. Yoshida has said tho that they are against the TOS, but as long as you dont go running your mouth about what parser you are using or grieving others because their dps is slower than yours you will be fine. Responsible use is the reason people dont get banned. those that go saying "I use (insert parser name here) and your dps sucks so you should go jump off a bridge" will get a warning/ban for doing so.
tldr:Keep your mouth shut if you use parsers and dont talk about it ingame.
Actually you can be banned for using Parser. It's been screen shotted and proven multiple times.

Right now it's your best bet to use training dummy's in game - one in Summer Fold Farms /Near Limsa. Also whiterun town far west in Coerthas
You don't get banned for using it. You get banned for talking about it and/or griefing other players in game.
They have no way of even knowing that you're using a parser unless you say so, and even then Yoshi P the man himself suggests it's fine so long as you keep it to yourself.
So you can 100% use one to test your own dps.

Your gear suggests you have the potential to do more than enough. The only question is your performance, which comes with knowing how to make the most efficient use of your skills (knowing what rotation to use where) and practicing this on dummies and/or content to develop the muscle memory.
Like said before, run a parser to check your numbers and use it as many do - for measuring and developing your personal performance.
Nope, confirmed by the Yoshi-P himself on camera. It's the first rule of parser club. If you're caught it's your own dang fault.
Parsers are not really that great because encounters are not about doing damage. It's about doing damage at the right time at the right moment. Though ACT is getting better at breaking down phases.
And of course you can cheat a ton. Like bringing in a drg if you want to make your brd look good, etc or have foe if you want your smn to look good, etc.
Simple fact is, eyeballing is usually decent enough for most encounters. There are a couple of areas you really need that dps check though (but more often then not, it's simply one person not attacking what they should)
One super dps does not make up for one dead member, 2 bad dps would still beat 1 super dps, etc. I think the only thing that really has people breaking their hearts is conflag/snakes, and that's because it's an i90 battle.
And that's a long way off for many people.
Irrelevant. One can say that PC version will have an advantage with add-ons as well.
Yoshi P made a point to distinguish parsers from actual hacks and bots, suggesting they are immediately bannable. For parsers he stated he doesn't want players to mention them in game as it can be used to grief others. That's about it. They are, after all, impossible to detect.
I mean are console users able to use parsers on the console or is it just a pc exclusive program?
Cuz i as a ps3 user always wondered what ppl meant when i hear them discuss dps on the chatlog.
As I said in my post, the people who are getting banned are the people who are posting the results. The parser is a 3rd party program against TOS, but since it doesn't have to run before the game is loaded, the game doesn't pick it up in it's check. So then the only way to know you are using a parser is to talk about it or post the results in-game, but by doing that SE considers that harassement on the people who are lacking dps, and harassement is also bannable.
And while they state they will allow add-ons in the future, I still would like to see that happen.
