I think you're using "ban" the wrong way...
Suspended, then. I don't care, I'm tired of seeing people troll or afk until they get their way because there's no punishment.

And yes, he did afk. We let him sit there for 5 minutes before kicking him and then finally abandoning.
Then report them for griefing. Seems like a simple solution.
The duty finder / roulette shouldn't be designed after the Russian roulette: IE get Pharos Sirus and get a 30min penalty bullet to the head. People shouldn't be forced to play with you if they don't want to.
If you were at the casino and put a $50 bet on 35red and lost, then decided to go play poker instead would you want the floor boss take away your remaining chips for a 30min timeout?
there would be a lot less trolling & stress in this game if people could just leave when they wanted to without a penalty. think of it this way: if someone doesn't want to be on that board/fight then they are not going to perform to their best. better to let them go and get someone who will give it their attention. This player base is not altruistic, they will not eat a 30min penalty if they can get out via other ways, and worse if they stay but don't pay attention.
if everyone keeps leaving the same dungeon, then maybe its the pt or dungeon, otherwise you will get a rep who wants to be there.
IMHO. If they don't want to do it, don't que... So yes, there should be a punishment for afk (If you don't move for 2 mins in a dungeon...). Give them a reduced % of getting drops and/or reduced experience/Allg stones if they trigger afk. I would like to say just let the community take care of itself but it seems the number of inconsiderate a-holes is on the rise. Let's face it, if the problem gets too out of hand, who would want to que at all?
Or let party vote to KEEP YOU. (I know shocker) If you trip the AFK they can give a lil vote (would only need to be 1 party member) to keep you and reset your AFK timer. This would alleviate the multi-party members going afk at same time. IF they are griefing party (so no vote to keep) and go afk, would be tagged with same as abandonment. Just an idea...
I believe back before they implemented vote to kick, they stated that afking was okay.
OP, so when you queue as DPS and you really need to use the toilet. The dungeon pops when you are on the toilet. You cannot click on the Accept because you are still AFK on the toilet. Would you like to get suspended or banned?
I usually leave queue if I need to go AFK though, I hate the idea of the thing popping when I can't accept. But OP, there is a life outside of the seat in front of your computer. Please be aware that people need to leave it at times.
There's a way to circumvent this and it's by simply not saying anything in chat after you decide you want to get kicked. Let there be no reason to believe that you're trying to exploit something and you can't get punished for it. If you don't want to deal with the stress of "what if" then just unplug your Ethernet/router and wait 5 minutes for the Duty to autokick you, sure as hell beats half an hour.

Reporting this type of behavior will do nothing unfortunately, at least from my observations. At the end of the day you cannot prove, regardless of what they say in chat, that something didn't actually occur in real life that got them to leave their computer. I don't really know about your data center but any time I've kicked somebody since 2.1 patch came into play I always get another tank/healer/dps within about 5 minutes anyways so it's in both yours and their best interest for you to kick them since they are going to grief you anyways. While I don't support this behavior, I'm not going to waste an extra 5-10 minutes of my time trying to punish somebody who really doesn't care about morals to begin with.
