I wanna say you can but they might lock your account since logging in from another state is sketchy and they will think you got hacked.
Technically...you're not even allowed to let your lover or brother/sister on your account. You CAN though but you're not technically allowed to. It will lock access if you don't use a token.
I believe the quick answer is that it is not permitted and is a banable offense.

So yeah, account sharing probably isn't a good idea.
You can never share your account since down the road if ppl were Allowed to do so later on that friend may end up taking your account {sounds mean but it dose happ}
It's an "at your own discretion" sort of thing, but afaik It's not really even enforced. That was always the case with XI, and in 10 years of that game I've never heard of anyone legitimately banned for having a friend of relative play on their account, unless there was something more to it, like botting, flee hacking, pos hacking and the sort. If you don't have a token and they connect through an IP that's not recognized on the SE servers, it will temp lock the account, in which you can easily unlock it via your email with a password reset. After which, that IP becomes available for log in (until you log back in from your normal IP, then the 2nd IP will be wiped and the process must be completed again if your friend/family wants to log in again).
If you want to be on the safe side, just don't have them announce it to everyone in the game that someone else is playing your character... I'm sure if someone hates you enough they'd report it, but again, I've never heard of anyone being legitimately banned for it, and any claims to such either have more to the story like 3rd party program usage or are just plain false. I think the reason that they put this in the terms of service is for liability reasons. If you were caught hacking or using third party programs, they don't want you bringing the argument that someone else was logged onto your character, and it wasn't you, therefore you are innocent.
