They are not allowed, you have to wait until SE makes a official one, or someone makes an official one with the tools they will provide later.
How ever there is so much other crap going on, if u don't like contact a GM and specifically tell him you are running one, more than likely nothing bad will happen to you.
It's like J-walking or cutting across a parking lot in your car. Those things are illegal, unless a cop has a bad day or just wants to be an a-hole to you, chances are he's not gonna do anything to you.
Parsers only reads a TXT in realtime, its not illegal that, you can use Notepad if you want, but the parser have more options to filter, useless information.
There are reports from at least one user that got a warning for talking in-game about using a certain "parser". Probably got the warning because he was using it to complain about other players, but nowadays it seems to be more than just a "parser", so I wouldn't risk it.
General rule of thumb is, if the 3rd party program in any way sends commands to the game or allows the manipulation of something that normally you can't, it's illegal to use in game.
Parsers normally only read the information that's available and process it into a format that makes it easy to compare. If that's all the program would do then you're fine.
If it starts doing more things though like say, automatically performing actions for you to Maximize your DPS or Mitigation, then it's not ok to use.
how is this relevant? The OP was asking for a comment on DPS parsers.
The first link is refering to using a program that is a 3d graphic modification for games.
And the second link is referring to using tunneling software.
Both of which are in no way shape or form a DPS parser.

Essentially, the ruling is that unless 3rd party software modifies the game data or directly affects the client, use of it does not violate the ToS or break any rules.
Note however, the use of the traditional disclaimer "use at your own risk" - basically, if you banjax your PC somehow when using a parser, it's your own darn fault and not SE's.
Most parsers only gather log data, they don't modify files or gamedata in any way. Even if a program "hooks" into memory to gather information, it doesn't don't modify game data as long as the link is read-only.
However, there have been isolated instances of GMs disciplining people for using 3rd party software regardless... note the statement "Use and advocation of third party software is a serious violation" - which conflicts with what Hvinire states above. So it appears that there is a conflict of opinion within the ranks of SE over this (though personally, I'd be more likely to believe that the GM has it wrong here, since the folks in the trenches generally aren't the ones that are 100%-up-to-speed on company policy)
true, but as we have learned in the past couple days you can't take what SE says about one program and apply it to another 3rd party program (even if it is endorsed, which i think it is cause i remember reading the FFXIV app thing the programmer actually said they had SE rep's say it was ok) because SE goes back on there word so regularly. I mean look at FFXIVapp, the programmer that made it even got the OK by a actual SE rep, and know ppl are getting banned for it.
And depending upon how SE looks at data mining they could come out and say a program that simply looks at data and writes it out in a neat format could be data mining. Hell, a actual person just looking at the dmg output and using a pencil and paper to write it down could be considered data mining to SE.
The obvious solution, therefore, would be to pre-emptively cut off your all fingers.
Fingers are used by nasty hackers to work the controls of parsing programs, to hold pencils and paper, and to operate calculators.
In extreme cases they can even be used to count to ten*.

Traditionally we took the right-hand route, did the Rot rotation once, then stacked everyone but the Tanks and one WHM up...
... these days people are so lazy, we only need to count to three.
