I'm also having the same issue. On the server balmung.

It's still broken, and as this is a main scenario quest line.....
I'm having the same problem with my Balmung character. What's especially annoying - aside from having the main scenario quest line blocked - is that I filed a ticket and have gotten no response from the GMs. Nor do I see one in this thread. Are they listening to us? Do they care? I'm starting to wonder. I must say that in other games I play, the GMs are much more responsive.
Bumping the thread so it gets noticed. I'm stuck cause can't do the quest.

Hope to see a fix to this soon its making it impossible to progress with the main quest line.

Yeah, can't progress in the storyline, which means can't really progress in the game. Kind of a game breaking bug for those starting off.
Problem continues, and no word from the GMs on when it will be fixed. The continued lack of response is almost as annoying as the bug itself. I've never had that issue in any other game. In other games, when there's a progress-breaking bug, they answer you right away and either complete the step for you or put in a quick and dirty fix (like having everybody go directly to the next step) until the problem can be remedied. At the least they apologize for the problem and tell you when to expect a fix.
(I have a character on Balmung, where the bug occurs.)
Same issue on my alt on Balmung server. Going by the huge mob that was frantically shifting positions and hanging around the npc, many more are in the same boat. I'm rather hoping this is fixed asap and not held off until the maintenance. It really does make it difficult to level onward. Especially frustrating since you cannot access the dungeon at all without it. Yes, I could go do more raids on higher level characters etc but its not what I /want/ to do and I imagine most others are in similar positions.
While I understand that the finer details of fixing this are far beyond my own knowledge, Square does have a tendency to leave players in the proverbial dark about this sort of thing that I find very...irritating.
Balmung here too... I had a day off today and wanted to get far in the story but my grind went on a full stop since I couldn't access dungeons and was stuck on the verge of level 20. Just got the game too; quite disappointed by the lack of customer service on a gamebreaking bug.

Same issue here, really surprised there is no form of in game support to allow a temporary work around for this fix. SQUARE-ENIX can't afford in game support? What happens if a raid boss bugs and doesn't drop gear, or an instance breaks half way through? No one can address the issue? New player here, still in trial sub. These types of issues happen, I get that been in MMO's for years, but to have no way to get a timely (1-3 hour) response to an issue is really shocking. Does not inspire me to want to Sub after trial period.
How can this be! I've waited all day and I cannot advance. There's no way to call a GM either. holy smokes! We're just trying to play the game here.

When I was there with friends, it looked like the NPC was frozen in place. It will hopefully be fixed on the reset tonight.
The lack of response or even acknowledgement of this issue is a pretty impressive display of SE's lack of customer service. It is a progression breaking bug but apparently it doesn't matter since it is only on one server. But I guess we all know SE will never win any awards for their awesome (lack of) customer service.
