So far I only DFed for wolves then and yeah was kinda sad when I wanted to vote and everybody had left already :( Also took me a while to see the popup on the side cause not used to it.
Sounds like it's time for a Macro:
"Hi guys, I'll be your tank for this run. If you like how I do my job, I would greatly appreciate a commendation at the end as they are important to me. In turn, I will do the same for any of you that perform well! Thanks!"

If someone did that at the start of an instance, I wouldn't vote for them regardless of their performance.
Perhaps people have different views on what the commendation means? I don't think you should be inclined to commend one person from every run you go on. It's more for when someone does something that you feels stands out, is commendable. Just getting put together and finishing a dungeon doesn't stand out as something worth special notice.
Now the OP has a real concern, in that once people leave the instance you can't commend them in the case they did do something that stood out. That's something that should be remedied.
Well, that may be you, but as long as commendations are currency, I'll whore my self for them. You may not give them, but if someone told me that they were important to them and didn't waste my time in the Duty I would be more than happy to oblige them.
I realize that you only get one vote, but I'll take every vote I can get since I tend to whore myself in Dungeon Finder as opposed to pre-mades.

well if you just leave instantly, they don't care about the system obviously because most the new players won#t exit right away (atleast that's what I observed)

I wouldn't vote for someone that ignored new players either, but that's not me. I would rather ask when the "New Player" announcement comes up and insure that they know the mechanics than to deal with the whole possibility that we wipe on something simple out of ignorance.

I played a dungeon roulette and a guildhest roulette to check out the system and recieved 2 commendations in each. If this continues I'd say it's working fine.
Simple solution, wait with your roll for the gear. Those rolling too will stay in dungeon. If they deserve the commendation is, for sure, another story. But you'll keep a good chunk of people in the dungeon.

It's probably too early to call this system useless.
If the bonuses from commendations are worthwhile, people will start to remember and vote each time they complete a dungeon.
Right now people just forget and leave without voting. Creatures of habit most likely.
I'm wondering if you are able to give commendations if the final boss is not defeated and time expires. Sometimes these situations really spotlight the player willing to go above and beyond with helping new people "learn the ropes".
I always find that one or two people always stay behind and wait for a commendation.
I've used it 2 out of the 4 times, but only because there were people in those two instances that actually deserved it.
I dunno, I don't find it too useless. I just don't see it as one of those features you should be sitting down, staring at thinking "THIS IS A FEATURE! I MUST ACKNOWLEDGE ITS EXISTENCE FURTHER MORE!", but rather get to the end and 'oh, hey window pop up. Yeah sure that person played well.', or then go out of the dungeon and then look at your commendation 'awesome i got commended woo' then close the window to forget about it until next time.
If you're aiming right for the Golden Magitek then of course you're going to have a bad time because asking, begging, or just plain sucking up for commendations are transparent and you'll have people more likely to down vote you if a system existed.
When they talked about the commendation system before, they talked about it like it would be a vote system, but I'm pretty sure every person you commend, gets one point regardless of whoever other people commend. I say this because after I did Copperbell HM a few hours after the servers were up, I got 3 commendations at the end, and I would rather think that I just did a good job than the system glitched. Which, I think is better than a vote system because that way there's no way for there to be a tie or other complications.
I also agree that after a while people will remember that the system exists and think to commend people after the boss if they think someone did well or was just interesting.
If you want commendations, use Guildhests Roulette. It takes five minutes for each run and people get votes at the end. :P
I'd have to agree though that if someone asked for commendations, I'd probably be less inclined to vote for them. As it stands I currently go with the person who has the least amount of mistakes. I've encountered people who go off of things such as best name though, it's hard to tell how many commendations you'll get. The rewards from commendations are vanity, I just look at it as though I'll get there eventually.
Each person can give a commendation, which is why you got three. Its funny in a full 8 person group when everyone commendates the same person. Theres a lot of spam, after the fight.

I'm not really worried about them. i don't want a crown and i dont want a gold magitek mount. Can't tell whether or not I want the Barding. But I will get the minion in a couple of days at this rate.
i get in progress sirius and tell people how to do the fight pretty much guaranteed commendations. people will usually give me commendations just for taking their in progress queues and not acting like a prima donna.
Don't forget that only players queued solo can give commendations. If you're grouped with players who are queued as a party you won't be able to get a commendation from them.
Must I remain inside the instance to receive player commendations at the end? Can they be obtained passively when you're back on your server world?
Ehh, it's not really being an "arse'ole." I've never given people begging for money in these games any money, why would I give a commendation to someone begging for that? If someone really wants those commendations, then they should do something word being commended for (maybe friendly personality, maybe someone who is obviously well skilled and keeping the group moving, someone who takes the time to explain new things, etc.). Just being there and doing your job isn't commendable; you get rewarded for that already via tomes/exp/loot.
I can see not voting for someone that's begging for the commendations but the way the other person worded it was perfectly fine...
Having to wait for a vote that you *think* you'll receive does seem a bit egotistical.
Maybe it's not working for the english speakers community, because I see some people just leave asap in the end of the run without saying anything. But in the japanese community, they usually say 'otsukaresama' or 'pt arigatou' in the end of the run regardless of how bad the party performs, maybe SE gives out the commendation on top of it to reward someone who perform the best.
I agree that it feels kinda broken when someone already left, we cannot commend that person. It kinda force everyone to stay in the dungeon for a bit.

I usually see people saying at least "gj" or "ty" (more then two letteres is hard to write of course) unless they're jerks. But we should know that japanese have all a special culture about formalities and thanks and such.
My logic is, if someone already left their loss, I vote for who had the patience to wait. What saddens me is when all 3 have been equally good and I have to just pick a random one, while I'd want to vote them all.

I find if I'm interacting with the team during the run, I almost always get commendations. Cheering players on, smirking at enemies--just trying to have fun seems to go a long way.
And at the moment I'm a healer, so keeping everyone healthy and alive probably helps as well. :p
TL;DR most of the thread, but @ OP - that sucks! In my experience most people stick around to vote!
Also, I think its AWESOME, my DF runs have been 100-1,000% more enjoyable since the implementation of it. I don't have to lead the dungeon 100% of the time, people that were silent before are speaking up and being more patient. I think its a total genius, almost cost-free incredible incentivizer so far!
