Spell speed has no effect on how quick our DoTs tick. It has no (to my knowledge) affect on pets cast speed. It Literally lets us put up our initial dots faster. Then spam ruin faster. Is that really what you intend for summoners to do? Spam ruin. So many caster items are geared for BLM without any consideration to SMN.
I mean at least make our dots tick faster with spell speed so we don't feel like we have a crap-load of a useless stat.
For those who don't know the new ilvl90 books for both PvP (which might be more viable here) and from Extreme primals, has more, you guessed it. Spell speed. So much wasted spell speed, and for what? In most cases, we are swift casting Shadowflare (depending on fight), bio is instant, ruin II is instant, Virus is instant, Eye for an Eye is instant. It literally helps with 3 spells (4 including shadowflare) Ruin, Bio II, Miasma. Sorry I'm not even going to list or consider Tri-fail as a real spell.
Not to mention the changes to Allagan boots to spell speed.

You can navigate and see that ALL the new items minus earrings (non PvP at least) that are ilvl90 have spell speed. -

I don't see where you're getting SMN is being loaded with Spell Speed from. Only 1 of the new accessories has SS on it and it probably won't be worn anyway. The new book actually has less SS than Relic+1. I view the new book as a weapon for people that haven't spent the 900 myth for Relic+1 to get. It also adds a bit of ACC which again might be useful for people that aren't close to what is considered "BiS".
Arguably our best set will be:
Weapon: Allagan
Head: Summoner
Chest: Summoner
Gloves: Summoner
Belt: Allagan
Legs: Allagan
Boots: Allagan
Neck: Hero
Earring: Tremor
Wrist: Hero
Ring: Vortex
Ring: Hero
This set ends up with 448 ACC, 565 CRIT, 378 SS, and 268 DET. Changing the book still keeps our SS at 415 (Relic+1) or 404 (EM) keeping everything else the same. I don't consider either of those numbers being "loaded" on Spell Speed. These calculations take into account the boots being hot-fixed. I'm sorry I don't have the source for that information though. -

Yea, they can't change the ticks...it's on a global timer. This really sucks. I would think they would raise the potency of Fester or make it auto-crit.
