They only want so many groups having a house. (To be rare, and something you like a feel special snowflake for.)
They also want you to work UP to getting a house. (They dont want everyone buying a house on day 1)
For both of those to hold true, you need to adjust prices in servers that started with more gil. -

its simple, we all know that server transfers are locked from legacy/new worlds because of the vast differences of gil between servers. We know until the economies are closer together this restriction will not be removed. with the vastly different costs of housing, this will be one way to quickly pull out the masses of gil on some servers to make everything closer between the servers so server transfers can be unrestricted sooner as many people have been asking for.
Even given this, i think the prices are a bit too high. -
