I imagine that we're all kind of just waiting for the Slyph to get pissed at us (young, ambitious, charismatic leader leads a revolt) or get possessed and then summon Ramuh.
It's going to happen in some shape or form. What will the back story be?

We destroy their milkroot stocks sending them into a frenzy.
But it is very likely we will be the ones taking the offensive here, unless the Ascians manage to enrage Ramuh first. But I like to think he will be the last Primal we will put down.
Garleans attack with new magitek machina. Adventures prove to be too weak to defeat it. It is discovered by launching lalafell blackmages at 500 mph would theoretically cause damage to it. Plan is enacted, but the weapon unexpectedly protected by the ancient reflect spell. The launched lalafell land in Ramah's territory burning it to the ground. Seeing the blackmage corpses and the dead sylphs, Ramah is saddened and angered, seeing it as an invasion and retaliates.
Not sure if I'm misreading, but the OP's wording sounds like they're not already doing so. The sylphs have been summoning Ramuh for some time now. A faction of them broke off and summoned him and he immediately tempered a bunch of them to his will - hence why some of them are blue. The ones who still have their free will and still oppose the summoning of primals have fled to the safety of the Little Solace in the Black Shroud. The thing is, like Titan, Ramuh doesn't seem too interested in leaving his sanctuary just to wreak some havoc Garuda style. Something's going to need to piss him off, first...
Wonder who it'll be...
Leroy Jenkins shall have his moment.
The waiting game sucks. Let's play Hungry, Hungry Hippos!
Well with the way things are laid out now, the only way to get to Ala Mhigo would be through the Sylphlands and this is just asking for it. Especially with the Garleans being defeated (sorta) and Little Ala Mhigans probably feeling confident now that they can be reunited with family. Provocation is close and all the Sylphs would need is a spark and some Crystals. Leviathan is another up and comer (sorry to change the subject) and all the Sahagin need are Crystals as they currently don't have enough in store to summon their Primal.
I believe that the sylphs are currently at a divived state as far summoning Ramuh. purple and green ones. It can be as easy as just them collecting crystals to summon him and say that the greenones are traitors. It can of course be way more in depth than this but Ramuh and Leviathan are both there already all they need is a spark. The water dudes..what are their names..Sahagin. They are also on the verge of summoning. I'm acutally looking forward to a leviathan primal battle over a ramuh one. Just because a leviathan pet seems like it will be different than any other pet currently in game. Sorry for the derail, just imo.
You are partially correct. You were only wrong in that Ramuh IS summoned already, he is just chilling somewhere in the Sylphlands.
It honestly wouldn't take much to set off that powder keg. The Ascians could just go right in and throw some fire spells around to get Ramuh pissed off. Sylphs are not normally ones to recognize borders, treaties, or nationalities. To them, all creatures on two legs are the same.
If anyone is a Lancer, you already screwed up because Tempered Sylphs are in the Hunting Log. Same for anyone who joined Twin Adder.
Lore-wise, Ramuh already has the spark to go rampaging since the Player needed a few company seals.
Perhaps ramuh dosnt get angry or anything, we still need to kill him since all the primals are absorbing the world ether.
And we know he is allready regularly summoned because hes been branding/tempering some slyph.
well it's definitely not going to be a bunch of summoners randomly murdering sylphs on two seperate occasions for their relic quest. I mean, it's not like we'll have anything to gain from provoking a primal into fighting us, giving us a justification to murder him and getting access to his egi.
...
What?
They saw the barber shop was implemented, more people wearing beard so they decided "We will show them what a BEARD looks like" and BAM!
Ramuh
or better Ramuh IS the Barber!
Ramuh, being the wisest of the primals decides to see if the adventurers are worth of his companionship and thus put the adventurers through a trial. Summoners must be in their job to unlock the Ramuh egi.
unfortunately, it doesn't work that way. the summoner needs to actually beat the primal to absorb some of the primal's aether that is released when it dies. then they need to use that aether to summon an egi to be defeated. being present for the death of a primal is REQUIRED for summoners to get egi
Now, if my memory from Reinheart's translation of the live letter is correct, the story surrounding Ramuh will come in patch 2.3 together with Shiva.
Leviathan comes in patch 2.2.
Didn't the Sylph lady say something along the lines of 'Ramuh isn't the violent type?'
As I remember it, after all the worrying about Ramuh, she was quite dismissive of the possibility of him getting involved.
Also, here's a (big) concept picture:

You are correct, he is already summoned. You are incorrect about him having the spark lore-wise because at the end of the sylph quest line she tells you he is not a violent and we should not worry. Ascians pissing him off..i guess.. something to this effect can happen.
I kinda got the impression Ramuh was summoned once recently and hasn't left since - no one has gone in and killed him yet, at least not that's been revealed in game. He's probably slowly sucking the aether deposits from the trees of the Shroud in the tempered Sylph lands dry, and there's probably one of those subterranean aether pockets below that area that'll sustain him for some time.
I agree that it's only a matter of time before we end up having to face him, but I think we may end up seeing the Garleans triggering a situation before we do, unless said aether resources run out.
Yeah he is already summoned. There is the one Fate in the Sylphlands where you have to put down the one Sylph Boss because she is taking all the newly born Sylph to be tempered by him. The implication is that right now he is just building power, although according to Little Solace he has no interest in attacking anyone and will only be violent if first provoked.
Ramuh has already been summoned, he seems to have a 'don't endanger the forest and I don't pulverize you' attitude though so unless we do something to seriously piss him off, which would most likely piss off Gridania as well, I don't see him being a danger.
As people said he is summoned already. And as people said he is not the violent type.
Whom knows maybe he will be more of an Ally later on? Since he seems to be smarter then the sylphs. So if he gets attacked he should be able to know that not all Two legs are the same.
Well we currently already have summoning crystal formation designated for Ramuh and Leviathan ingame comparable to the crystal formation u need to attune to enter Ifrit, titan and garuda HM. And besides, an already summoned primal may not materialized as they can be instantly materialized through some summoning incantations as seen with Titan storymode or more amusingly with Ifrit and titan being "forced" summoned by garuda before the ultima weapon scene.
Personally, I am gonna blame Limsa. Somehow Limsa is gonna screw something up.
Yes. They'll drop a ship in the Black Shroud. It'll add to the landscape.
Always blame Limsa, way to go! :D
And I laughed hard at some of the replies here, especially lalafell throwing. But yeah as everybody said he's around and not a danger until you keep away from his hoofs (I know he doesn't have hoofs, but imh he totally should!). So far traspassing only seems to get the anger of his follower sylphs, but I bet the smallest thing could trigger in. Even maybe burning a tree :P
