I fell through a bridge in limsa and was walking around on the ocean. Have know idea how it happen. Dont know if he glitching or if the game just screwed up.

ah ok I c what ur getting at .. maybe a glitch or he's using the sneak skill and u can see them for lag I dunno strange though

He/she has been there over 30 mins now.. Completely inactive, I heard about this type of thing happening early on.. People would use mining bots under the surface.

That is very likely someone using teleportation hacks in order to mine as a bot. If they're in the same spot, I would guess their bot got stuck or otherwise stopped working. I would report him for cheating and move on.

Also, this thread will probably be deleted if you don't remove the picture or blur out the name, since naming people on the forums is against the ToS.

More then likely this is a bot and you should report them.

Yeah, bot. Report and move on. Although I'd say 2 of every 3 gatheres I see are bots so a fat load of good it must do.
