Ok, so SE went to all the trouble of putting a sin box timer on duties if you leave before its finished, but there's no sin-box timer for people cancelling in queue.
This needs to be a thing. If you time out or click withdraw on the queue, you should be blocked from queuing again for a minimum of 5 minutes. If you just were not paying attention and miss out? Too bad. Pay attention next time.
I just endured one troll tank queuing and leaving and queuing and leaving for 15 minutes, and because of the way SE has made the queue there was no way to escape it. At least if they would dissolve partial groups when a failure occurs theres a TINY chance I might not get caught with the same jagoff troll tank over and over and over, but when you've got the current queue system where it keeps the other 7 people together and ONLY looks for a tank, then naturally it is going to find ONE tank, that troll tank, and stick him with you to be tormented over and over.
Dissolving the group on queue failure, while a potential fix, doesn't address the core of the issue however. Leaving or timing out needs to be punished as it is being abused by players attempting to ruin the experience for others.

Well my guess here is that the tanks the OP are talking about are looking for "in progress" runs and actually only want to join "in progress" and not from the very start of the run. This is a very popular thing in say AK where the only thing many people need is the myth from last boss, and with the high number of failures at the wall, it is easy to join at the wall (and sometimes after which is just a bonus only needing to kill the last boss).
Now if this same tank (you don't know could be multiple looking for in progress) are instantly queue, withdraw, and re-queue over and over for 15min, hes likely just trolling and their is an issue. I do look for in progress, but rarely do i try to re-queue more than twice and then its a few min before I try again so I don't do what they OP is describing, but apparently other do.
Sadly, add a penalty for not accepting and less and less people will join in progress runs and when someone leaves your waits will be much longer -

This is it, I'm guilty of doing this. The 2 cock blocks in either of dungeons are the 2nd bosses (although 3rd boss in WP might be, I haven't joined a partial run at either of the places at 2/3 yet), I've joined countless in progress runs, precisely to get in one of these runs so I can get out with 80 phil/30-40 myth for 5-10 mins of work.
However, your suggestion is retarded. I reckon more dps/healer will be penalized for not accepting, like if you went AFk due to long queues or something. It is why the check is there in the first place so you click accept to signal that you are ready.
Adding a penalty for leaving a full group might be something to consider though even if its a partial run, because currently if you join a partial run and leave you don't get penalty which ties in the first point I was making about joining partial runs at 2nd boss, because if the group is truly unable to kill the 2nd boss I just leave. -

However, there are more pressing issues wrong with the Duty Finder than "troll tanks", there are trolls that sit AFK, people in gray and white gear queuing up for AK (there should be a minimal ilvl), why should anyone be penalized for grouping with people unwilling to better prepare for a dungeon? I could go on and on.

Heh. I like to play "Santa Tank" from time to time. DF Q hitting all the dungeons sub 40 and pirmal non HM. Mind you, Im full DL with relic +1. I do have a bit of fun as I unsheath my weapon and state "this is my first time here, any suggestions". I actually have had some people leave right then and there.
Funny note, Titan is farm mode for our FC. We needed to get a dps their second relic but we lacked on dps. So we joined Titan via duty finder to pretty much carry said individual. We all were stating "Hi Im new, any suggestions" That one random dps left the sea of glowing relics....
I suppose I am trolling in df a bit. Anyways, carry on. -

I had a monk say it was his first time to AK one time (which wouldn't have mattered anyway, I don't mind playing with new people in WP/AK), but I looked at his gear and he was wearing all Peltast/Darklight stuff and had a relic weapon. I don't think a 5 minute penalty is really needed just a better queue system that stops trying to drag people in if they withdraw a couple of times. It's kind of annoying for a queue to pop and to press commence like 20 times only for it to cancel a second later because a person clicked withdraw. I get that people look for in progress runs at times i do it too since you get some stuff like 3/6 Prae and 1/3 WP that are really short and simple for a large gain. But i won't requeue a dungeon that keeps popping that i don't even want. It's just going to keep forcing that one on you anyway so you might as well stop trying for that one for a while.
Lots of people will just sit there and withdraw over and over so i think if they refuse a couple of times they should just be removed from that queue and somebody else should be pulled in. Also don't outright cancel so we have to keep clicking over and over. Just hold everyone there and get one new person. -

I sincerely disagree with the need to add a penalty for not accepting the queue.
I happen to like queuing for AK/WP and waiting until I get an in-progress run.
If SE gave us the ability to select "only join in progress parties" then that would be a much better solution than telling me I can't keep declining the queue until I get what I want. -

Sometimes you can't accept. It's happened to me before. I'll queue in DF and then change jobs and go off leveling something else, usually in a FATE. The timer comes up when I'm engaged in combat. Precisely when you're not allowed to change jobs. So I'll either try to get the kill real quick, or disengage and try to run outside of range of the mob so that I can change jobs. I change jobs, go back into DF... only to find the timer's expired and I have to re-queue.

So Im running this CM run and we kill first boss and then 1 HEALER decides to watch cutscenes and says "Sorry FIRST run" I left instantly . Didn't whine didn't complain just left .

I usually never withdraw, but I do not stand there still while waiting for DF to get me into some instance: I craft, gather, exp ACN, sort out inventory and buy/sell from and on the market.
When I get the Accept/Withdraw window I have 30/40 seconds to end what I am doing and often it is not enough.
....this happens especially when exping ACN, since I need to get changed back to my 50 job of choice, but 9 times out of 10 I am engaged in battle or my pet is, so I cannot change soon enough to accept.
DF acceptance timer is actually the main reason for my ACN to be still at Lv25 :mad::mad::mad: -
