That's not congestion, that's you being a DPS.
As a tank I get 1~5 minute queues, no congestion. Seems to be a bit of luck involved in whether there's a group or not waiting for me already, but yeah. -

Yea see that's why I rolled a healer. My friend did likewise and has a tank too so when we group I run DPS and use healer for solo runs. 5 to 10 min queue pops either way.

Simple Fix for DPS queue, make a friend from FC and queue with a healer/tank with you (like many DPS have learned) and now you have a shorter queue. Since many DPS do this they cut you in the dps line since the need for tanks/healers. Queue solo on the most populat class and you will have a wait.
