No. Not enough exist to justify them being a playable race.
Guessing no because they are one of those special races.
No because Padjal aren't a "race".
They aren't born, and they don't die (well from age anyways), they're individuals who are touched by the power of the elementals (from whence they sprout horns) and from then on they never age. A Padjal can be someone from any race, for instance the Padjal from the WHM quest line, the original white mage A-Towa-Cant was a Duskwight Elezen.

Actually, you'll notice that all the padjal you see in game have slightly pointed ears. It's not a characteristic displayed race-specifically, but more of an additional padjal trait. This is such a late reply, but it was bugging me xD

As for them becoming playable. I'm all for it. To explain it? An event in the future could happen. An odd event that causes the birthrate of padjal to increase lately. Not really sure in that regard, but they'd be a nice race to have.
Afawk, padjal are exclusively hyur. They would never be able to be played because A) they are the rarest of the rare, and B) they are ONLY gifted in Conjurey and White Magic (which is what MAKES them padjalii). They are amongst the strongest physical beings in the world when it comes to raw power in magic. From a lore standpoint, allowing any player to control a padjal would completely destroy any meaning to their existence in the story.
And to correct other info. They ARE born normal hyurs. Its only in life do they obtain the power granted by the elementals. They then sprout horns and cease to age past that point. That's why they are child-like. They are immortal, only dying to physical wounds.
I can see it working... but they'd have to be locked strictly to Gridania and the Conjurer class (Starting out) and would need a 100% brand new intro scene to explain the appearance of a group of new Padjal adventurers. After level 10 then they could branch out into other classes
They would be better off having Gria as the horned race and leave Padjal as something unique.

You're interpreting that incorrectly. She says /she/ is duty-bound, that doesn't mean every Padjal is. The bigger evidence of this is how you see Kan-E-Senna in Ul'dah near the end of the MQ not to mention Mor Dhona.
I'm opposed to padjal being playable for two reasons. 1. They're just hyur with horns, kind of lame, they may as well just let you add them as a customization option and call it that and 2. In case they /aren't/ just hyur with horns and they're all 12 year olds, the last thing I feel like seeing is a bunch of people running preteens around in bikinis and stripper boots.
Also if you do the WHM Job quests/Relic Master A-Towa-Cant Left the forest a long time ago to go out into the world to help people.

Padjal shouldn't be playable.
Square already stated that they will NEVER be playable option because making them playable would destroy the lore behind them.
If anyone had been paying attention to statements about the different races, development of them, and actually did the research, you'd know that Square already said no, nadda, nope, never gonna happen.
Hardly matters in any sense. I just felt a need to suddenly point out the race traits. They have other things in mind for playable races that would perhaps draw attention away from the small minority wishing for playable padjal.
Things can change though, if people want it bad enough. A small amusing thing might be that it would be a veteran reward one day, but as it was previously stated, it is a certainty that they will never be playable. One has to admit though that the lore behind the race makes them an enticing option as a race we want to play. You'll just have to lament for something that will never be playable
