Level 16 and no quests?

I am level 16 in the Limsa Lominsa starting zone and I haven't had any quests for 2 levels now. My guildmaster doesn't have my next quest available until level 20 and I can't use the airship. I have explored out into zones that are obviously above my level and all of the zones that are my level or lower and I can't find any quests available.

The dungeon Sastasha says it's for level 15 but I still haven't even started a quest to get in there either.

Am I missing something here?

open your journal and check the complete tab, see the latest quest you finished and go there
probably you missed the main story chain quest

you most likely missed the early quest around level 8-10 that asks you to equip all level 5 gear and come back to him... a lot of people don't realize all they need is a pair of pants (all the rest were quest rewards before that) and pants can be bought for a very small amount from the vendor right next to the quest giver. Subsequently, it's easy to forget to return to the guy, and no other story quests open up until you do that "gear check"

Is it normal to have any quests available in any of the towns at this level?

For all of the main story quests, you should get the next quest after the previous one. The two biggest ones I can think of that would be easy to miss are talking to Bowlord Lewin in the back room of the Archer's Guild (Since you talk to an NPC to go to his room, the main quest won't appear on the map) just after the big fight with the gargoyle, or back in Ul'dah after visiting the three nations.

I would say you miss somewhere the next mainstory quest. You should get with level 14 or 15 a mainstory quest which give you the airship pass.

Look in the archiv of your quest journal what your last story quest was and then visit the last mentioned npc.

As near as I can tell from info in the Libra Eorzea app, there's a point where the Limsa Lominsan main story diverges into two branches (though it's just for a couple quests). Perhaps that's where someone could lose track of it.

The quest Lurkers in the Grotto (Lv 5) unlocks both Further Afield (Lv 6) and Washed Up (Lv 7). Washed Up has a follow-up quest Double Dealing (Lv 8), and then the next quest in the line, Loam Maintenance (Lv 9) requires you to have completed both Further Afield and Double Dealing.

I had some of the same trouble finding quests over there this is a help..for my third class. It is important to leave some of the side quests for second and third classes or your going to have a hard time.

You definitely missed a lot of story quests. The airship quest is level 15. And Sastasha is gained via a story quest as well I believe.
