Keepers tend to be found throughout the Black Shroud. Lore-wise, they don't tend to form tight-nit communities like Seekers do and are more like loners (or only with close family). Seekers are numerous in both Southern Thanalan and Limsa Lominsa. Gridania would be the closest place to a Keeper sanctuary, but they are still few in number due to Keepers being disliked by most of the other races living there.
I feel your pain as well ^^
Most races are more active during the day, which they share with Seekers and can relate to. Keepers, being nocturnal, are probably misunderstood and don't really get as many chances to "interact" with the rest of the races (being they sleep most of the day). They also use the shroud as their hunting grounds due to the large amount of animals there, but because Gridanians have a profound respect for all life, they are not fond of Miqo'te over-hunting all the wildlife and have grown to despise them for it.
Edit: You can read up on the races here

^^
Well that sucks... barely started and the NPC's hate me.
Keepers UNITE! We will establish a new home...and make it VIP only where you have to know someone to get in...and the entrance line for the club will stretch on for miles, thus adding to our inadvertent advertising campaign...and we will have all the best parties and music in all of Eorzea!
Those Duskwights have always been kinda shady :3
Am I the only one who hasn't noticed that NPC's treat you differently? Now I'll have to actually pay attention and see what changes.
Actually, the Coeurlclaw Poachers are Keepers. They have a little place around the lake with all the adamantoises in the black shroud.
Well, the keepers of the moon have to eat too. They have a history of being hunters which favour shortbows, they're only doing what's natural.
If it came down to it, anyone that kills anything in the shroud is a "poacher". In 1.0, killing anything in the forest without the elemental's permission was "poaching", and made them angry enough to attack people / generally do horrible things. So...
Except they're not evil. They're just trying to make gil/eat.
You probably saw in the main storyline the part where you're at the pub in the shroud, and a Redbelly and a Couerlclaw fight with you, to help you take out the guy which wasn't exactly playing fair? Yeah. They're not evil.
I've noticed this on my Keeper male. In the quest where you have to enlist the poachers help, when talking to the Coeurl Claw member, she takes a more flirtatious manner towards you. However, she simply speaks in a slightly more hostile manner on my Duskwhite Female. Pretty good detail if you ask me.
That was a LONG time ago. I can only just barely remember that quest.
A little over a month, really.
But anyway; nothing in this game, other than the paragons, but we'll see, can actually be called "evil", not really. it's just different cultures and different ways. Everyone's got their reasons, though. Anyway, the Couerlclaw poachers are outlaws, no doubt about it. They're certainly not evil, though.
There is a later quest in the forties with a prodigy doctor where he refers to you ask his (insert race) hero. With all the Elezen and Hyur around, I actually did forget I was a Miqo'te until he mentioned it.
