This game has no NPC housing, there are afew houses off of the main city states so its not like they totally forgot about houses, but there are no residential areas, I 1st noticed this in Costa Del Sol.

Maybe the NPC's there don't have 300k gil. Remember even rich boss Shinra only had a little cottage there.
