How can I change my GC?

I've read conflicting reports on the net. What I've gleaned is that you have to be a certain rank within the GC you want to leave before you can switch to another. What I'm afraid of is that rank is 2nd Lieutenant, currently the highest rank. Someone please tell me there is an easier way for my wife, who chose the wrong GC, to change to the one that she wants instead.

The only way, other than obtaining 2nd Lieutenant, is to restart your character.
