EU Server availability

Just made an alt to check out a different class/job combo and I can't choose any EU server to login. Now I'd like to understand the logic you employ here but.... If I created my main on Lich, why can't I create an alt on Lich? It's not like I will be on both at the same time so therefore why are character slots not account based?

Might be worth implementing that because the way it is currently I cannot even choose any EU server or play on the same server as my friends. Pretty messed up :)
