Shout/say/yell not working

I am on Gilg server in Rev Toll, I can see no chat...I port to another zone, and everything is fine.

Just ported into Ul'dah, and can't see anything there either....very odd

Same as above.

Still happening...next to impossible to find a good non pug party without shout.
