sorry for replying to such an outdated post. I just came across this with a friend. she is Sergeant First Class and cannot access anything from this NPC. Was wondering if it is still a bug? I would have thought, seeing your posts from 2013, it would have been fixed by now.
I could've sworn we fixed this, but sure enough, the logs indicate otherwise... Well! I've made the change myself, and you should see the revised rank come 2.51. Thanks for following up!
