Survivor Mark Defaulting to Off

I have a secondary character on Durandal. http://na.finalfantasyxiv.com/lodest...racter/462563/ Who is from 1.0. Her Survivor mark worked when I first played her in 2.0 and I had no issues.
I recently logged onto her after playing my main character (which is not a 1.0 character) to check on her and play for a bit out of boredom. Used my Fantasia and remade her as an elf. Now when I check her back in game her Survivor Mark of the 12 is not there.

If I do the /legacymark command nothing happens, if I use it a second time the mark reappears, but on zone change the mark disappears again.

Did they change the 1.0 Mark to be legacy account only? Or did the Fantasia screw something up?
