Main story line quest unresponsive and broken

My main storyline quest is unresponsive or broken. I am at the part of my story line titled "Skeleton in Her Closet" and I have to report to Ursandel post Haukke Manor but the NPC in unresponsive and I cant trigger/complete the quest.

Steps:
Was in the Duty "Haukke Manor" for the first time since i just unlocked it for my storyline quest. I completed it and the story cutscene never triggered which I assume is why I am in some sort of quest limbo after beating Haukke Manor but before watch the cutscene with the black masked men. The quest says speak to Ursandel in Old Gridania for "Skeleton in Her Closet" yet he is unresponsive.
