ARR launcher issues

I have reinstalled the client, it downloads the patch, it asks for my account info, then stays on this screen doesn't do anything , i have deleted the patch in mygames folder, and redid it and same thing, this runs fine on my brothers comp, the boot.exe is unchecked read-only i have deleted KB2870699 (many others said it was the cause of there problems) I have added square-enix.com to my trusted cites (and if anyone has anything else to add to that list) ran everything as admin, the only thing i havnt done is go in to regedit ( im not that good at it) but it looked right.
so anyone have any other ideas please help

security might be blocking the data stream. Think that was the one hosted on frontier.ffxiv.com . Forget the IP it resolves to, but it's embedded in the executable. Try whitelising that to see if it clears it up.

added all to trusted sites, reset IE default, clear temp folder, then restart PC and boom
