Unable to complete Botanist 50 quest (Can't talk to Roiteloin)

Time: 9/26/2013 (Approximately 3am EST)
Frequency: Constant (tried redoing quest -- no success)
World name: Hyperion
Character name: Ryuko Kanzeon
NPC name: Roiteloin
Monster name: ---
Class/Level: Botanist 50 (quest)
Party or solo: Solo
In-game time: 7:51am (server time)
Area and coordinates: Coerthas 23, 24
Steps:
1. Pick up 50 Botanist quest from Fufucha
2. Continue quest from Yannie (she tells you to go speak to Roiteloin at Timberroad Lodge in Coerthas)
3. Attempt to speak to Roiteloin
4. Roiteloin will not respond. Right-clicking him does nothing.

Please note: I tried to find a 'fix' to this issue myself. First, I relogged. Then, I restarted the game. I even tried dropping the quest and picking it up again. Nothing works.

Another person trying to continue the same quest came up beside me and could not talk to him either.

If I drop the quest, I am able to talk to him (he gives me the default NPC monologue when I do this)... but while I am on the quest, I cannot speak with him at all.

He displays the little 'quest continue' sign over his head as he properly should while I am on the quest.

I am having this exact same problem and have tried the exact same fixes as OP to no avail. I am also on Hyperion.

I am having issue also and on Hyperion as well.

Maybe it will be fixed by an emergency maintenance if it is only happening on our server? Maybe the next King Behemoth 'zone crash' will fix it? I'm really hoping so. =/

I'm also having the same problem. Hyperion server as well... We might be waiting until the update tomorrow before it will let us do anything.
