Other players in the server cannot read my chat

How it occurred:
I had signed out properly a few hours prior to logging in. When I tried to sign on at 1:00pm I was greeted by an error 3102. That would be the ONLY error message I ever received since. I waited and tried again at 3:30pm and was met with success. Everything seemed fine, however, no one was responding to me in /fc chat. Later that night, my brother(who is in the next room), asked why I haven't been talking the whole day. I was already in his party and when I went to check his screen, nothing was there. I experimented until I figured out that people could only read my /say and /shouts. /party, /tell, /yell, /fc, were not showing up on other people's screens. I also confirmed this with my company members in voice chat. There is something else. I am able to use /party chat when I'm in a dungeon. My brother, who is in the same server, can read it as well. As soon as we're out, I'm mute. This has gone on for a long time and hasn't changed through the couple maintenance server reboots.
