Short answer: No.
Long answer: It varies by iLvl and item slot, and there doesn't appear to be any simple rhyme or reason for the caps, so until someone starts a database logging absolutely everything, I don't expect that we'll have a master list anytime soon.
you're best bet is to compare to their DL counterparts but a bit hard to do since DL cowl has head and body combined. Other gears does work in similar fashion.
