Relic Weapon Garuda Not unlocked

Hello,

I am experiencing a bug I believe. I am most of the way through the Relic Weapon quest for Warrior. I did Hydra and Ifrit (Hard), but The Howling Eye(Hard) is not showing up in my duty finder. I have completed level 44 The Howling Eye(Garuda) and (Ifrit)The Bowl of Embers(hard) as the quest says, but I don't have the option to access it on Duty Finder... The quest says, "Obtain a howling gale in the Howling Eye (Hard). But can't do it.

Let me know if you can help or are having the same problem!

You need to go back to the Waking Sands and talk to Papalymo, same person you spoke with to unlock the Ifrit Hard Mode. They should add in some sort of quest text so people go there, as it does not.
