Camera and slight Audio stuttering

I am posting this because i am at my wits end on how to fix this problem. I've getting massive camera stuttering everywhere and anywhere. I was able to ignore it for awhile but lately i have been doing nothing but trying to find a solution. Here are my specs

Windows 8 pro 64 bit

Intel(r) Core(TM) i5-4670k CPU @ 3.40GHz

8.00GB DDR3 RAM

Raedon HD 7850

Logisys 575W PSU

MS-7821 MB 1.40 BIOS

Im using the AMD beta 13.10 drivers, which i heard has fixed this problem for alot of people but it hasn't helped me one bit.

Vsync and triple buffering are on in CCC but don't seems to affect anything, not even in full screen mode.

I do notice if i switch to 30 fps limit in the game client it fixes the stuttering almost completely, but i feel this is not a valid solution for this.

This is really starting to ruin this beautiful game for me, so i would appreciate anyone who has any kind of insight on what i could do for a fix.
