I am unable to use my legacy chocobo. It says "Unauthorized to summon mount." Whenever I try to use it. Do I need to be a certain level? I have seen other people using it at low levels.

You have the finish the chocobo quest (around level 20) for the first time before you can use it.
It seems that there have not been any further posts about this concern being an ongoing issue. Because of this, we are considering it to be resolved.
