Cannot initiate story quest "The Rose and the Unicorn"

The NPC named Carrilaut in Dragonhead is unresponsive and as a result will not allow the player to start "The Rose and the Unicorn" story quest.

Hopefully there are some eyes on it I've been asking players in the area to submit tickets.

This has been happening on Ultros for about 3 days :/

Noticed this last night (~24hrs ago). Didn't actually get around to submitting a bug report until today, but at least it seems like a fair number of people are on top of things as well.

Me also. please fix!

Also, the Vendor/Repair NPC in the town is acting the same. You can select options like buy wep/repair, but it does nothing.
