But that gear is practically MADE for dragoons, tank doesn't have more need of it than I do...
That really depends on the stats. I will admit that on some pieces, the stats are not congruent with which class has main need. However, while leveling, scale mail is the "normal" gear progression path for tanks, as is also reflected on quest reward choices you are offered.
