Missing recipe for Hard Leather Sandals

I can find Hard Leather Sandals (Lv 12 item) in the market listings but my Leather Crafting (currently at Lv 25) does not have a Recipe for them. I discovered this when a FC member asked if I could craft them a HQ pair of Hard Leather Sandals... Is there not a recipe for them? Are they a 'Reward Only' item..? I am on Lamia, NA if that matters... (See Screenshots) Picture 1 shows my Crafting Log. As a Level 12 item, Hard Leather Sandals should be in that list but they are not. Picture 2 shows the listed item in the market, so it is indeed an actual item. It is currently September 22, 2013 @ approximately 11pm EST. Lamia server. West Hawker's Alley. Mi'qote Race. I was crafting and noticed that the Recipe for Hard Leather Sandals was not in my Crafting log.
