Given that this bait is one use at 480g each, and cooking has no level 40-50 fishing lure recipe I really don't understand why this is not craftable.

I think it's bugged, there's no reason it should be 480gil per bait, every other bait is 2-3g unless it's a lure then it's like 300g.
