Bugged Francel

I am working on the story quests, and after doing the Observatorium quests it sends you to a guy named Francel. Except... he won't talk to me, no matter what I do. Right-clicking him brings up no quest prompts, nor does he say anything whatsoever to me. I tried logging out and back in, to see if that would reset his AI for me, but it was to no avail. Even after logging out for the night and logging back in this afternoon he's still bugged.

From observing the Coerthas shouts, there are a lot of other players also affected by this bug, and there have been for several days. Can it be addressed soon? Please? I would REALLY like to advance the story.
