[BUG]The Final Flight of the Enterprise

This quest is bugged and when you click on Francel, he does not do anything.

I am on Ultros. I cannot advance my story, I am at the "Speak to Francel" phase of "The Final Flight of the Enterprise" and I cannot interact with the NPC. He does not respond.

Francel will not talk to me. Cannot progress main story. Cannot abandon quest to get it again as it is a main story quest.
