Internal DoT CD next to be fixed? Cause of recent lag problems after NA maintenance?

For those who don't know, FFXIV has a global internal DoT CD, that is, all DoTs "tick" at the exact same time, 3 seconds apart. This means that DoT damage was likely to miss ticks depending on when spells were cast. This was implemented to lessen the server strain since launch I believe.

I'm not sure how long ago this was lifted, but it looks like the DoT CD was tampered with, as DoTs were recording in the battle log and did not have the 3s global internal CD on them as of me noticing yesterday. Today when playing I notice it is back on again. Yesterday was also when a lot of west US/CA players were having a lot of 90k issues out of random. I wonder if this is what they're working on fixing next?
