Enter instance that requires you to be down synced. Lvl up inside the instance. Check attribute points - none rewarded.

Not a bug

You start to receive at lv 10 (and cap at lv 50) for 40 lvs

at lv 50 you only get 30 points

Which means 10 lv will not give you any points

hit 50 and check if you have 30 total bonus points then report again if they arent there

I don't think you're awarded bonus points for those levels. You only get 30 points in total at level 50.
