Flaming Arrow not calculating damage properly?

Flaming Arrow states it is a 35 potency dot, same as the dot on Venomous Bite, which would potentially dictate damage is approx the same to each other. Issue is that Flaming Arrow is in a constant/permanent critical damage state when compared to the damage of Venomous Bite. On top of this, both Blood for Blood and Raging Strikes are not applying their 20% damage boosts to Flaming Arrow which in turn, even with the current state being permanent critical's, drops the actions damage significantly and does not seem to be working as intended.
