I've traveled around trying to find them with no luck and even tried a forum and google search.

You can pick up the leves at: Gridania, Whitebrim or the observatory (Both of the latter are in Coerthas, the observatory are 35 leves though).
I, too am in this final 40-50 stretch and it's painful til 45. I wish you the best of luck!
City of your guild always has leves for its DoH. Additionally leves can be found at:
Quarrymill - 20/25
Costa del Sol - 30
First Dicasterial Observatorium of Aetherial and Astrological Phenomena - 35
Whitebrim - 40
Saint Coinach's Find - 45
And yes I just wanted to type that out.
Didn't have many leves unlocked so I just grinded making Maho lumber which turned out to be a 45 leve. Basically instant 50 for me.
Oh, and that 45 leve also had a chance to give you AF weapon parts. Three of them in one leve which were valued at 15k on my server each.
