Bug: SMN Aetherflow

I've noticed on occasion now that sometimes when I cast Aetherflow it will trigger the cooldown but no animation will play and I will not get the buff. At first I thought I was loosing my mind, but I was paying greater attention to it last night after maintenance and observed it doing this.
It's fairly rare, as I use Aetherflow extremely often, but it does seem to occur at least once a night.
I'm not sure what events lead up to and/or trigger this bug, I only know that the end result is my Aetherflow is on cooldown and I have no buff or animation.

I'm wondering if this has something to do with animation delay and under certain conditions the animation is interrupted or fails to trigger thus the spell fails to activate.
