I am trying to rank up again and needed the level 3 of hunting log which I finished and now I am trying to figure out why I can't level up still? Does anyone know a place that lists steps/quests for all of this?

Finish the storyline. I'm pretty sure Amdapor Keep or Ifrit are the last things you need before Second Lieutenant.
Second Lieutenant is is the highest rank at the moment? Well that info has saved me pointlessly doing the GC stuff, thank you.
