Duty Find for Story Quest

Story quest require you to go dungeon using duty find in order to proceed. But have SE ever consider that in future that there won't be or lesser new player joining the game? That mean there will be lesser people to join in those lower level dungeon such as Satasha. This game, a single character can become all of the job available, so mostly all player won't bother to create more than 1 character if the wish to try other job. And each character only require to do story quest once. So is there any merit for max level player to go low level dungeon? I waited duty find almost 2 hours once just for the story quest.
Why don't SE implement some sort of daily quest which require max level player to go low level dungeon? This will some how helps in speeding up the process of duty find.

Actually, that raises an interesting question. Do you *have* to use Duty Finder to complete these quests? Or can you complete the quest by forming a party and entering the dungeon manually? The quest objective does specifically say Duty Finder.
