Still not allowed to Make New characters (Gilgamesh)

I have a friend who just got the game today and she can't make a character , wondering if its due to there being a que?

They post the update every 5 hours, but in actuality, it is constantly in flux depending on server load and amount of people in the starting zones. I've found that if you're able to wake up at 1 or 2 am Pacific time, usually all worlds are open then. Stinks, but thats the only way I was able to create a second character on Hyperion to play with my partner.
